Punjab Basant Rules 2026: Kite Flying Rules, Dates and Safety Guidelines

The Government has allowedBasant 2026 celebrations in Lahore to take place on 3 days but with strict safety measures to prevent accidents, injuries and misuse of kite flying to create law and order problems.

Basant 2026 Celebrations will take place to remember on February 6, 7 and 8, 2026, whereas flying of kites will not be allowed outside the notified district during rest of the year and in case of any violation action will be taken as per law as described in the notification of district Lahore.

Basant 2026 Dates in Lahore

As per the notification of DC, Lahore the three days of Celebrations of Basant Lahore shall be Feb 6,7 & 8, 2026. All kite flying shall remain prohibited outside these 3 days.

All kite-flying is strictly prohibited before February 6. Police and District Administration will be rigorously enforcing these rules and would take strict action against any violation.

Rules for Kite Strings

While Safe Basant aims to make this event safe for all parties including motorcyclists, it has made it obligatory to ban use of metallic, chemical-coated, nylon and glass-coated kite strings. Only kite-flying material approved by Punjab’s kite-flying regulations will be allowed.

In order to minimize risk of serious injury, in particular to the motorcyclist and pedestrians, approval would only be granted for kite flying materials as permitted under the regulations for kite flying in the Punjab.

Further the government also has made the registration of manufacturers, traders and sellers of permissible kite flying materials through its online system a condition.

Registration for Kite Sellers and Manufacturers

Manufacturers, traders and sellers of kite-flying material are required to be registered with the government through digital system.

Similarly, Manufacturing and Trade of Permissible Kite Flying Material shall be allowed in Lahore from December 30, 2025 to February 8, 2026 and shall be required to be registered with Government. Further, Sales to general public shall be permitted from February 1 to February 8, through registered sellers only.

All manufacturing, trade and sale of kite flying material is being conducted through this registration process to detect illegal kite flying material in the market.

Safety Rules for Motorcyclists

As for motorcyclists, all of them will have to ensure that their two-wheelers are installed with safety wires or rods. As per the code of conduct announced by Lahore administration, all motorcycles without safety wires or rods will be disallowed on the roads during the period of the Basant celebrations.

The related measures to be implemented for the safety of motorcyclists include installing safety wires or rods in their motorcycles. “Around one million safety rods will be installed on motorcycles through camps setup for this purpose,” said Shahzad Bukhari.

People would be advised of maximum care especially while driving motorcycles during these days because loose kite string can pose danger to life and property of a motorcyclist while traveling at a high speed.

Dangerous Kite Materials Were Banned

Prohibition has been placed on dangerous kite material i.e. metal & glass coated kite strings. Same will not be kept, sold or displayed at any place during Basant.

Also, prohibited was kite flying near airports, air routes, sensitive installations and electricity transmission lines. Such could place at risk aircraft, power installations and life and property of general public.

Rooftop and Public Safety

All persons celebrating the festival of Basant shall take safe buildings and roof tops and make adequate safety arrangements so that no person is exposed to any likelihood of falling from a height.

Disrupting public activity to hold amusement contests etc would not be allowed. Aerial firing and display of Arms/Ammunitions would be strictly prohibited. No person shall indulge in any act of harassment, obscenity, untoward activity or aggression etc.

Restrictions were also placed upon loud music and DJ systems. Lt Gen Mustafa Mahmood wished for the Bassant celebrations to be well attended and fun, for the people of the city to have a chance to celebrate their culture and for people from all over the world to join in.

No Political or Religious Images on Kites

Another prohibition introduced just before Basant was flying of kites bearing images of political party flags, humans, Holy Scriptures, mosques, temples and national flags etc.

This new code of conduct was meant to prevent controversial kite designs that could provoke angry reactions from supporters of rival political parties and other individuals. Simplistic kite designs like plain, single-colored and multi-colored ones will be allowed to be flown within the period specified by the government.

What Happened After Basant 2026?

This is how things would evolve after Basant 2026 had taken place! In a surprise move in May 2026, Punjab government begins to set up road map for the next year’s celebration and frames new laws to regulate kite flying season, specifically focusing on the roofs people would take to fly kites on.

Under the new rules put into practice by Punjab government for the next Basant season, kite flying will take place at secure rooftops with high boundary walls of at least 3.5 feet high. Children below 16 years will have to be accompanied by adults and there would be no overcrowding at any kite flying venue. Kite flying would not be allowed by running or jumping on the rooftop edges and there would be first-aid centers at all the kite flying venues. Meanwhile, the restrictions on loud music and DJ systems will continue to be in place.

Basant 2026 is history and the celebration came with terms and conditions of safety and security of the life and property of citizens, mostly to prevent injuries from kite’s dangerous string and to safeguard motorcycles’ riders and to celebrate the festival in a safe and controlled environment.
